I only sent to a few publishers. I made the decision to try for an agent first. When my first few attempts failed, I tried publishers. When that failed, I tried agents again (always with new material) Finally landed the magnificent Deidre Knight of the Knight agency. I've been with her ever since. She sold me to the publishers. :)
