I took it to mean that it was a "true story" from the perspective of a fictional character telling her [fictional] true story to the reader.

In the epilogue, Lisbeth says that it is a true story - but that is still part of the novel - it is not a statement made by our author. In the front - it says it is a work of fiction with names, etc coming from the author's imagination. I would imagine that if it were a novel based upon fact, the author herself would have told us that.
