Michelle/Shelly took them to the cellar bc they were complaining about the cider so she was able to easily lure them that way. And I assume locked them there, I wish there was more detail on this part tho bc it also confused me as well. I think most likely she locked them there for a scare, the same way she was "locked" in the treehouse as a teenager and maybe the birds would approach them later in the night and give them the same ultimatum they gave Frankie. It was Nathan Tate and Frankie who ultimately started the fire, so I feel like the twins burning to death was not part of Michelle/Shelly plan, but I am sure she was fine with the outcome.
Let me know yalls thoughts. Who knows maybe she did predict the fire. I wish we got to hear more about her perspective of this particular scene.

There's rarely a pure angel or villain in a mystery. That's what makes a good who dun-it. Like life, we're all a little of both. In the end, many are culpable - some more than others. I thought the author illustrated that well. Who was guilty of Cora's death? Bella actually gave her the mushrooms - who was guilty of Francisca's death? herself or Eddie? etc. IMO, Michelle took them there, to get them out of the way, locked them up as retribution for the sexual assaults. Maybe not in the plan as Francisca actually lit the fire - but guilty because she could have told Eddie they were there.
