What Hailsham obviously demonstrated was that fences weren't even needed. They were instilled with a fear of the unknown - told some scary stories when they're young - eg about a child who strays out of bounds, and is later found with hands and feet cut off. That combined with the sense of safety at Hailsham, and they just wouldn't want to leave.(less)
