Very good point, I had not considered this.
Yes, the mythology of Hailsham kept them in check. But then they grew up and went to the cottages. I get why Ishiguro emphasizes the fact that humans love their cages, I just thought the novel could have have made this a bit more believable.
As best I can remember, these scenes weren't in the book. I suspect you're commenting on the film.
