I took it as: Sam fell into the river at some point while trying to dispose of Burgess's body and they had to explain why Sam fell into the river - which turned into: he saw a body and was investigating and then fell in?

I think they wanted Burgess to be found, so May would know he was dead for what he did to her. He may have been close enough to the surface that the other rescuers noticed something frozen in the ice when they were pulling Sam out.

I thought it was planned as a way to take themselves as culprits out of the equation. They had a reliable reason to be there on the raft and that Sam fell into the river and saw a body is a believable lie.
