I would say pre-teen and up. The story overall is very mild, but there is mention of a violent revolution/deaths, mentions of off-page abuse and death, and insinuating that characters have shared a bed, but there is no spice beyond kissing.

Some off-page triggers: There is mention of a verbally abusive adult to a child, a death that might’ve been murder but isn’t looked into too closely, a person that was “murdered” by being turned into wood/a tree. Some past homophobia for a side character.

agree with Amanda's answer re: content warning. The pacing is slow, so it might be a great suggestion for teen readers who are used to fast-paced plot-based books: not inappropriate, just maybe difficult for them to get into.
In general, the writing overall seems very young, high potential for a cross-over audience. Where the author steered clear of adult romance, though, there's a more-detailed-than-necessary (?) scene in which the characters assist a number of mer-horses giving birth. Younger readers may have questions about placenta afterwards! :p
