I’m a bit confused regarding the ending and I’d Josie was actually telling the truth or Roxy and Erin?

What we did" "She'll be able to help us" "It's happening, Walter. Whether you like it of not. I'm going to tell Alix everything. I can't live like this anymore. We're moving on". When she said this he got really angry calling her insane and warning her that Alix will be calling the police on them.
Which means he knew exactly what happened and was part of it. Roxy also had history of aggression towards others, she broke her sister's arm and another kid's finger.(less)
