Since this is a three book deal, I thought A Line To Kill was the second book. And the Reeth one will be the third. What did I miss? Other things indicated this was the third book, and since it was a 3 book deal, and Horowitz doesn't like working with Hawthorne, why would he agree to a fourth? So then what is the significance of Reeth?

Horowitz did sign a three book deal initially, at least according to the fiction I've read in his first three books. I have no idea what happened in "real life" with his book deal.
