Who was the top traitor that was “sitting there in Washington all along. The fox guarding the hen house”? Page 429. Is it Sumner Fox?

Kristen No, Sumner Fox is not the man at the top. It annoyed me at first that they didn't say the name itself, but my best guess is that was because it was a real person, and as others said, this was a fictional story. You can only have so much overlap between real and make-believe.
