I made the assumption that Ilium set up the Argos experiment as a test, unbeknownst to the occupants. At some point after its "launch" Ilium possibly dissolved or diminished as an entity, and/or climatic conditions caused an apocalyptic setback in society's functioning capacity.
Hence, there was no Ilium left to monitor the Argos experiment, and Konstance found her way to Qaanaaq, a village of people living in a more pre-industrial way. Speculation.

I agree. I found this disconcerting as well. Not enough to spoil my enjoyment of the whole book, but it left me with a niggling annoyance. Also, I’m sure I read another book not that long ago with the same plot twist
