okay so can anyone tell me how old a child should be to read this book?

I mean the only thing the kid would be calling people is " Muggle!"-like I do. ;) but I think being 10 and up and at least having an efficient vocabulary would help you more. The author writes in a fashion where anyone can understand what she'd talking about. It's not like they are going to be reading "A tale of Two Cities" or anything.
