How much character development is too much when regarding secondary characters? Not just the walk-ins, but like say the love interest, the best friend, family...basically, anyone that's not your protagonist or antagonist?

It really depends on the story--and the characters. But the best rule of thumb for what to include is always: What moves the plot--i.e., what changes the story?

I have scouted places of interest, using Google maps to research a town and its surroundings businesses, restaurants to imagining my characters walking along with dialogue in mind. Kim, have you used the Google Maps feature to scout areas to determine if it is possible for use in your novel?
