Susan Librarians, book reviewers, people within the publishing industry, and others can typically get approved for egalleys (e-book versions of advanced reader's copies) through sites like NetGalley. Sometimes they are also sent physical copies to read and review before the book is published, they helps to drum up interest and boost sales once the book does become available.
Kathleen Kasul I asked my library to order the book for me and they did. I'm almost finished with it and honestly, I think it is one of the best books I've ever read. I did look for it for weeks before I asked them to order it for me. I am reading it on a library ap, called the libby app.
Janice I think publishers sometimes release early copies of books in exchange for a review. Trying shelving as 'to read' and you might be lucky. Also you might find competitions to win a new book that's about to be released.

Glenda If you have a reading audience, i.e., your reviews are published in newspapers or magazines as well as if you are a social media influencer, publishing houses are happy to send review copies in advance of publication date. Early reviews boost the sales numbers and are important in the publishing industry.
