Because The False Prince is fantasy, it doesn't fit neatly into any specific time in history. Roughly, it would take place in the 1400s, but some parts of Carthya are far more advanced and some are far behind that era.

Also, Carthya isn't based on any one place on the globe, but the closest comparison would be the country of Belgium, a small country of rich natural resources surrounded by other larger countries and with no port of its own.
