I know this is not an original answer but it's the simplest and easiest to do for anyone starting out and for writers who have been writing for a while: write.
It's a muscle, a feeling, and when you find it and begin using it regularly you almost have your own writing habitat that you can go back to again and again no matter where you are. It's a comfort to know that wherever you are you can put on this creative mantle and get to work.
