Like Edgedancer, this novella dives deeply into a story that strays too far from the current main plot of the Stormlight archive. It would be too much of a tangent to include in one of the main books. It assumes you know things that have happened up through book 3 and can be read in a couple of hours. Reading it before 4 may give you insight into characters which appear in that volume, but it shouldn't be critical to following the story.

It’s meant to be read before Rhythm of War. It should be out in a few days on the ebook stores, so you’ll have time to read it before RoW

I read Dawnshard first, and I'm about 20% (EDIT: now 100%) of the way through Rhythm of War (book 4). I'm definitely glad I read Dawnshard first because it lets me understand some of the references better. Also, the whole story of Dawnshard happens before RoW chronologically, so RoW contains some inherent spoilers for Dawnshard, if only about whether or not the characters live through it ("so-and-so was/wasn't in RoW, so clearly they do/don't make it through this tough situation"). Besides that though, RoW mentions some of the things from DS in passing, and it's nice to know the backstory.
I agree with Anne that you can read Rhythm of War without this, and not miss much, but if you plan to read both eventually, reading this first would probably be a better experience. I heartily recommend reading DawnShard first (it's a quick read for a Sanderson novel).

I started book 4 (Rhythm of War) and got pretty far before I got frustrated. Too many things were mentioned that happened in Dawnshard. But after reading Dawnshard, I can see that none of it was crucial to the story in Rhythm. To explain why that is would require spoilers.
So all I'll say is, I'm glad that I stopped to read it first, but it's not crucial.
