Desmond Reid asked this question about Blue Moon (Jack Reacher, #24):
Interesting - most of the reviews here on this first page appear to give this book 1 and 2 stars with labels ‘poor’, ‘stinker’, ‘tired’ used liberally. Yet, a cursory look at the star summary reveals 70% give this 4 and 5 stars. Personally, as I stated in my own review - you take Reacher world for what it is: a near reality hovering towards righteous fantasy. Oh well. Read on people?!

Most of the ones I've read have involved a small town in the middle of nowhere where the 'baddies' have come in and basically built a cult that everyone in town follows or else. It usually starts with some benefits to the town, and by the time people figure out the truth, it's too late to save their town.

This is different... this is organized crime and a much bigger organization; plus it's TWO organizations. Reacher's actions were basically military actions - and he had help also former military. It was also the only answer to what was going on.(less)
