I agree - the issues are scatter-shot. Mining in Chile and land use in Chicago don't seem to tie together very well although Paretsky tries at the end to do so.

I believe the Chile aspect was not just a subplot, but one of two main plots. She spent most of the novel trying to resolve the Lydia Zamar situation, which also involved TWO murder mysteries--who killed Simon, and who shot Hector. She wanted to tell that story from the start. I don't think I'd have enjoyed a book all about Chicago land use fights.

Yes. I found it too distracting. I think the entire Chile aspect was unnecessary.
