There were certain sex implications, but they were more like strong illusions to it than anything explicitly being said. On that note though, there are strong implications of prostitution. There is also minor cussing. In terms of it being appropriate, I would say it's fine depending on the 13 year old, though I think I wouldn't have grasped most of the concepts or had much interest when I was 13: it's a slow burn, and it does not have anything enticing to the average 13 year old.
I'm 19 if that is of any relevance or helpful at all.(less)
