Generally, Rollins does a good job of "recapping" relationships and events from the last entry early on.

So, you could read it as a standalone, but Rollins has crafted a very long series of events in the Sigma universe. If you're at all interested, go back to Sandstorm and start at the beginning.

But it's not totally required. It's kind of like watching the movie before reading the book. You'll see some gaps that could use filling in, but you can watch without having read it. (less)
