She realized that Finn's mom had taken Finn's clothes off and put them on Mo. Making her realize how much she protected Mo.

It was all about the choices that were made. When Mo's mom had the clothes destroyed she didn't realize at the time that Finn's Mom chose to remove the clothing from her dead child so that Mo could survive. It circles back to the beginning chapter when Finn's family promises to protect Mo to allow Mo to participate in life's events. A choice made. A promise fulfilled. I wasn't sure why Finn's mom threw the phone at the door though and why she was mad. Was it because Mo's mom opened old wounds. Not sure.

The point is that Finn's mother and Mrs. Kaminski were viewing things from totally opposite perspectives. Mrs. Kaminski was very sorry that she had asked the attendants to destroy the clothes that her daughter Mo was wearing before she knew that they were actually Finn's clothes, not Mo's. She assumed that Finn's mother would want them back. Finn's mother, on the other hand, was going out of her way to get rid of everything that belonged to Finn. It hurt her to see anything that had belonged to her dead child.

This one took me a bit to "get" as well.
Also, I think she chose Mo over Natalie to give things to, because it was much more likely that Mo would be the one to venture out into the cold to do the things necessary for survival than Natalie. And the fact, that she was acting as Mo's mom on this trip, Mo's unlikeliness to ever ask for anything, and the fact that Natalie had both her parents with her to help protect her.
