In my opinion, you really need to have read the books that comprise The Memoirs of Lady Trent first, and in order, to put this book in the proper light with regard to the Draconean civilization. As pointed out, this book (a stand-alone spinoff of the Memoirs) contains major spoilers, esp. with regard to the final book of the Memoirs series, _Within_the_Sanctuary_of_Wings_.

I think having read the whole series beforehand would be helpful. You could probably catch on to the basic gist of how this world works without it, but many of the countries have be previously visited in the other series and aren't explained here. The main character's background would also make more sense having read the series. Lady Trent herself plays a cameo role at the end. And of course, this book involves massive spoilers for the final volume of the Lady Trent series.
If you really want to, you probably could do it. But it would be a better experience to read after finishing the series.

I agree with the other responses, but should also add that if you don't like the Memoirs of Lady Trent, you probably won't like this one either.
