I am trying to find out what Yorkie Bars are. I think they are like what we call Internal Affairs Officers, but the book, so far does not say. What does Yorkie Bars mean in this book? Thank you.

What we in the US call Internal Affairs. They investigate suspected internal corruption or any questionable action by a policeman, etc.
