In my opinion, I think the ending is very ambiguous. I don't know entirely if Camila was telling them to get together or that they definitively got together, but I think that it was Camila finally letting Billy explore the connection that he never had the heart to before. Whether they actually reconnect/write a song together/end up together is entirely up to interpretation.

I really hope not. I watched the series and when it got to that part, I cried. I was rooting for Billy & Camila the whole time. I think Billy & Daisy made a good pair of friends, someone who understands your heart and pain but under no circumstances should you create a life with them. So with her saying that she hopes Billy calls Daisy, and telling Daisy that she hopes Daisy will answer his call, maybe it’s her acknowledging that. She mentioned that she saw Daisy got sober and created a beautiful life for herself so maybe she’s also confident that now Daisy won’t drag Billy down with her.
