What are your rules for writing historical fiction? When is it OK to take a plot line beyond what the facts will bear?

Samuel Marquis I stick the known historical facts and events for known historical figures, using as much of their actual words as possible based upon court documents, transcripts, diaries, etc. Where I take liberties are where I have to fill in between the known events, such as during romantic scenes between historically known lovers.
