For me, I write; even if it is junk and I have to rewrite it later. Usually, my first draft is horrible. So my first step is to write out a chapter and not worry if it is any good. Then I rewrite it. Sometimes I'll revise a section ten times or more. By the time I am finally happy with a chapter, it might not look anything like the first version. The plot line can be completely different from where I started.
