The ending is highly confusing and we can extract our own versions due to ambiguities.
I think Sasha and his family were on the flight which crashed. As one line in the last chapter indicated it:- "Alexander turned to look at his family and felt guilty that he'd allowed his ambition to override their safety." It was Sasha ambition for Presidency.

In another story, When the other flight lands, the story indicates that Alexander was unprepared, for the speech and the overwhelming welcome from the crowd, which means it can be Alex. Also the last line of the chapter where "Donokov" says:- I shall not make the same mistake a second time." refers to the character Ivan Donokov, who was in Alex story only.

Even if this clarifies the characters plot, I am still confused as to why the sitting Prime Minister be so afraid of a foreigner returning to homeland just to contest an election. It's a long journey to get nominated for Presidency in any country when one is starting from the first step.(less)
