In the conclusion, Jeffrey Archer refers to both of them as Alexander Karpenko. With the twist of fate, the same character ends up in two different countries: one in America and one in Britain. They thrive in business, socially, establish a good reputation, and make a place in politics, proving themselves as suitable presidential candidates in Russia.

The moral of the story at the end is that anyone who escapes Russia becomes Alexander Karpenko. Whether you go to America, Britain, or anywhere else, become whoever you want, earn money, establish yourself in their parliament, and have a good life. However, never dare to challenge the KGB and attempt to take over Russia. If you return as an opponent, you are another Alexander, soon to face the consequences. One dead, another to go. All Alexanders will be crushed. This is Russia. All rules, and expertises fails here ... KGB is boss and always the boss.

That's precisely what Jeffrey Archer conveys at the end.
