Interesting analysis. Leyers seem to have been very clever and analytical. So, if he got hold of the transmissions he figured out that Pino probably was a spy.
But how he know the code name. Maybe they transmitted that over the radio.
He knew the war was over for long so probably he was thinking of a way to get out of it. He knew he would be sentenced for lifetime or death due to all the things he did.
He had no problems ordering workers to work until they died giving them abrely any food or water.
He saved the four Jewish children as he wanted them to witness that he personally had saved them.
Was that due to his conscience or only as a way to hekp himself.

Just my thoughts...I think the nickname they gave him "Observer" was, in my mind, the way he connected Pino. Pino was the middle man flanked by both the Allies and the Axis receiving transmissions from what Pino saw. I think Leyers was getting briefed on allies communication from the axis communication intercept division. The Axis were triangulating the Italian shortwaves, I would imagine they were listening in too? My hunch is Leyers noticed details of the intercepts with his own-and Pino's-schedule. He saw patterns in the game of war-game-telephone.

(It's worth noting that in a 1985 interview, Lella didn't know the name of the general in a wildly different version of his actions and experiences during the war.)
