I feel like I didn't read the same book as some of the other people who answered this question. I'm assuming the note you're talking about is the one he left on Stell's body that said, "Catch Me If You Can." The simple answer is he left it as a taunt to EON and to keep them away from Syd, but it could be that he left it for Eli.

He didn't bother to burn Eli's body, so either the author wants him to come back in book 3 or Victor does. And how can you have a book three without Eli?! Maybe in Dr. Haverty's "lab" Victor injected Eli with more serum and Eli will come back on his own or Syd's going to be reviving him somehow.

I don't know how people are getting that Victor was going to commit suicide. He was happy he found a way to hold off his "episodes," and that would extend his life. Also, Victor doesn't need Eli's power.(less)
