Spoiler Alert! Sorry I hit post and forgot to mark it as a spoiler and Goodreads won't let me edit my answer as a spoiler.
I feel like I didn't read the same book as some of the other people who answered this question. I'm assuming the note you're talking about is the one he left on Stell's body that said, "Catch Me If You Can." The simple answer is he left it as a taunt to EON and to keep them away from Syd, but it could be that he left it for Eli.
He didn't bother to burn Eli's body, so either the author wants him to come back in book 3 or Victor does. And how can you have a book three without Eli?! Maybe in Dr. Haverty's "lab" Victor injected Eli with more serum and Eli will come back on his own or Syd's going to be reviving him somehow.
I don't know how people are getting that Victor was going to commit suicide. He was happy he found a way to hold off his "episodes," and that would extend his life. Also, Victor doesn't need Eli's power.

<spoiler> Eli heals, and Victor is dying. I don't know what he was doing when he 'got to work' but in that moment Eli had the one power that Victor needed to survive.
I know it's a stretch to consider that Victor somehow siphoned a little of Eli's power, but I have no idea what else he could have been doing since he didn't destroy the body. Which also means there's a chance Eli will wake up.
I don't think Victor killed himself because at the end Syd could still feel the 'thread' connecting her to Victor and she determined she would find him. He's out there somewhere. I think he just somehow managed to stop himself from dying all the time. </spoiler>

My own take is that it is simply a door in case she ever considers making another entry in the series. It is definitely not suicide, because Victor would never kill himself to actually die. 
But I lean towards the answer that he somehow found a way to counteract the current that was killing him somehow.
