Genevieve Cogman Alberich's information about current Librarians and Library business is rather scanty, since it's mostly obtained by questioning captured Librarians under torture. At the time he knew a little bit of random gossip about Irene - that there was some scandal about a cat burglar, and that she was working under Coppelia - and he threw it into the conversation in order to make himself look more convincing.

But if he had a _regular_ source inside the Library, as he implied in book three, then he really should have known more about Irene - especially as he would presumably have been trying to find out about her.

(At least, that's Irene's logic.)
