Currently on page three hundred, or so, of Way of Kings, and have completely stalled because I dread having to read more Shallan. In my opinion, so far her chapters have been completely cringe worthy. Can I skip to Oathbringer, because I’m very fond of Dalinar. Or do you have any words of encouragement if it gets better?

No, you can't really skip to Oathbringer, even if you're just reading for Dalinar, because too many important things happen in Words of Radiance, both for the plot as a whole and Dalinar specifically. (Btw, I'm totally with you on loving Dalinar. He's the greatest.)
As for whether or not it gets better, that depends on what you don't like about Shallan and her chapters. Can you explain what about her bugs you?

Shallan gets even worse - a brooding teenager with an identity crisis caught up in drama of her own creation. For me, all the characters except Dalinar become flat, shadows of their former selves. Oathbringer killed the series for me.

Shallan is probably the worst part to read in this series. I feel for ya. She's pretty annoying in WoK.
I CAN say she gets better, especially in WoR. I'd suggest gritting your teeth and baring it. I think it's worth it. Definitely don't skip anything to get to Oathbringer, there's just too much that happens. Your reward will be a load of Dalinar in Oathbringer.

she's got even bigger character in oathbringer than Dalinar himself and absolutely hating it. Kaladin's pov is almost nonexistent.

To respond to Anna's comments, I disagree. As whiny as Shallan is, I find Jasnah to be the most cardboard of the sanctimonious characters in it.
Don't skip Oathbringer but, as I just wrote in a review, skim a whole lot. The book is terribly overwritten.
