I think it's their cousin, because it's mentioned in the book preview above as "though Poppy has no idea that he is the son of an earl and neighbor to her aristocratic cousins in Kent".

I was wondering about that myself. We know Billie & Edmund Bridgerton but Poppy was never mentioned. I'm thinking either she's an illegimate child of either their mother or father. Or perhaps a cousin? I can hardly wait for this book, the wait is going to be agonizing.
