I don't think you need to have read the Radch trilogy. Just understand that everyone is terrified of the following three things in the following order:

As someone who read Provenance with no prior knowledge of Leckie's other books, I would highly recommend going into it after reading her other works. There are some things that needed a solid explanation that you just don't get within this novel.
And in my opinion, the book suffers from that. It really should be labelled as being part of the larger series (complete with a number). I would not go into a series at book 4 and rate it as if it was standalone, but I have to do that here.

I didn't read the Radch trilogy, and while there were things that were obviously references to the events of the previous books in a "I hear such-and-such happened over there in that other place" way, I could follow this book just fine.

Not at all. The only thing you need to know from the Radch trilogy is that humans are really really scared of upsetting the Radch, but I think that's pretty clear from the book regardless.

I could not finish the first book of the Radch Trilogy and throughly enjoyed this novel. I assumed it was a stand alone.

I guess I am in the minority here. I just finished this and I haven't read the other books. I had a little moment of "what's going on here?" in the first chapter. After that I figured it out as it was laid out. I didn't have any trouble following the book at all.
It is possible I missed some connections I would have had if I had read the previous books. But as far as enjoyment - I had zero issues rolling with the story and understanding what was going on and who was who.

I think it helps because there are many parts of the book where knowledge of the universe and the events are assumed. You can certainly get by without it but the story would make more sense and be more fulfilling.

I would start with the Imperial Radch Trilogy. You could read this on its own, but I think you'll get more out of it having read them first.
