Mary asked Lurlene McDaniel:

When do you know when a book is finished - the best it can be?

Lurlene McDaniel I always let a script "cool off"...put it away for 2-wks, a month if I'm not up against a deadline, then reread and that's when I find places to re-edit in order to make it better. But it's when an agent or editor reads it and says, "It's fine," that acceptance is the final word on "the best it can be" for me. I edit, re-edit, cut, add, re-shape a script many times before I send it in.
