This is an electronic application which can be done online in no time. A non US citizen cannot use the electronic gates for a start and also required to give fingerprints of all 5 fingers and the thumb has to match with the one in the passport.
So, long story short this is entirely wrong and I just don't understand how the author didn't check this first...
The Dutch guy could have easily requested a quick ESTA visa online for Corbin. It is also possible that the Dutch guy had a valid ESTA, in case he travelled to the US in the past 2 years. Also, if he had an older passport with no fingerprints in it yet, then it could have worked. Definitely NO electronic gates though...
