Yes, this ruined the book for me. I spent hours rooting for this man and marveling at his resilience and resourcefulness only to be let down at the end by his complete selfishness.
He essentially took this woman's life away from her and then he abandoned her in a new Country. Yes, he set her up financially, and yes, she was running from her own (ridiculous) secrets, but this completely changed the character for me. He went from a sympathetic protagonist to a self-serving villain. I felt violated by his betrayal.
It's really too bad, as a couple of lines in the final chapter could have changed my entire outlook on this book and left me hungry for more from Perry.

I predict the many loose ends will be addressed in a sequel. We have not heard the last from black-hatted feds who will find either Zoe or the daughter. Probably Zoe. That said, I agree with the one reviewer who said he thought the dogs were the best written characters. Finally, this good story would have been a very well told tale if the editor had simply does his/her job. If the job is open, I would be happy to jump in: Have red pen, will travel. He was using Zoe as cover and the author made it clear that "The Old Man" was ruthless in using people. Also, :The Old Man" allowed himself to trust only one living person as far as I can tell, and that is his daughter.
