The Districts — the pieces of the city that were still salvageable after the war. Surrounded on three sides by desolate bushland, and on the other by the ocean, those pieces struggled to rebuild — and this is what resulted from their attempts. Nine districts, ordered according to social class: District One a futuristic gated community of the elite; Two, the lower elite who weren't necessarily born into power but worked their way up; Three to Seven, undivided, simply organised separately for the sake of convenience. District Eight is the working class, the manual labourers; then there is District Nine.

Niners are infamous. The worst of the worst, in the eyes of the government. Rebels, homeless, unemployed — anyone they view as a nuisance, anyone who tells them they're wrong, anyone who dares to stand out.

The government does not want you to have free will. The government wants you to trust them — even as they disregard the lives of the civilians who trust them.
