Yes, you've done it right, Sarah. Welcome!

If you are new, then you don't have any conflicts with others. In order to obey the TOS of Amazon etc. we don't do reciprocal reviews, meaning two authors don't review each other (Amazon deletes such reviews when found, anyway).

So once we have enough members and we get started, you will read books by the four authors below you, and your book will be read by the four authors above you.

Hello, Gill! The deadline for round 3 is 7 July, and the final deadline when everything must be done is 28 of July. Three people are still not finished, so two of them must owe you reviews. Some people like to finish early, but some people take longer. So long as all reviews are finished by the last deadline, they are considered on time.
