Kara and Steve were having an affair. He’s on shaky ground at work and the loan he made to Troy was in trouble. He and Kara cooked up the kidnapping scheme so Troy would have the money to pay the loan sharks and the bank. Troy was unaware of the scheme. Kara was connected to people in Dover and knew about that kidnapping and deliberately set up Emma’s to look similarly.
