Brutus Cohn: Police murderer. Big shot criminal. He is the head of the murder gang that pulls a serious string of robberies throughout Minneapolis during the Republican and Democratic political conventions
Randy Whitcomb: Handicapped ex-cop who blames Lucas for his miserable life. He's also a wannabe Pimp daddy. Hateful character in my opinion
Letty: Lucas and Weather's adopted daughter. Too smart and too tough for her own good. She is the daughter of an alcoholic mother and father who had abandoned her. She has a job at channel 3, TV station. She is age fifteen at the start of this novel.
Shrake: Bureau of Criminal Apprehension Investigator. He works with Lucas Davenport
Tate McCall: One of the members of Brutus Cohn's gang.
Del Capslock: A police officer working with Lucas. He's a man Lucas relies on. He's been working the streets around the convention center as the Republican National Convention is coming to town.
Jenkins: Bureau of Criminal Apprehension investigator. Works with Lucas in looking for Justice Shafer who was going around looking for ammunition. They come to believe he intends to shoot someone at the Republican National Convention.
Jesse Lane: A farmer/robber. Also part of Cohns' gang.
Justice Shafer: Small time criminal with an even smaller brain. Was captured by the police over suspicious behaviour. He was going around looking for ammunition during the convention so the police suspected an assassination. He also bragged about his dislike of Jews. His behavior at a gun show made others suspicious.
Jennifer Carey: Lucas's baby mama and the director of Channel 3 TV. She is also Letty's mentor.
Andy Cramer: Jennifer's cameraman. Also worked at Channel 3 TV
Lindy: Cohn's girlfriend. She has blond hair and looks like she might be an actress.
Shelly Weimer: A conventioneer who has money to buy political favors.
Rose Marie Roux: Lucas' boss
Virgil Flowers: Investigator who works for Lucas. He has his own series of books, at the start of this story he's arrested two cops.
Neil Mitford: Governor of Minnesota's executive assistant. He asks Lucas's help in investigating the robbery of a number of men in town for the Republican Convention.
Rosie Cruz: Part of Cohn's gang, she helps Cohn with his new identity and helps with organizing Cruz's gang activities. When working, she dressed for invisibility. She seems to be the brains of the gang.
Dan Jacobs: Runs the convention security. Currently he's worried about a man named Justice Shaffer. Shaffer is an anti-semite who was seen target practicing and said something that led officials to believe he's going to Minnesota where the Republican Convention is, so he could shoot someone.
McCain: Senator John McCain from Arizona - possible Republican presidential candidate. Police officials fear that he might be the subject of a sniper.
Jim Benson: St. Paul cop working with Lucas to spot Brutus Cohn and his gang.
Carol: Lucas' secretary
Lily Rothenburg: NYPD Lucas worked with in two previous cases. She tells Lucas about an armored car robbery in New York with the perpetrators escaping. She thinks the leader of the group is Brutas Cohen who she thinks in heading to Minneapolis.
Dick McCollum: Democrat advisor in town for the Republican convention. He speaks to Lucas about the robbery and why the people who were robbed had large amounts of money.
Ray Landy: Democrat advisor in town for the Republican convention. He speaks to Lucas about the robberies and why people have large amounts of money to pay for favors or other activity at the convention.

Terry: A nervous 50 year-old man who owns a gun shop. Lucas and Jenkins ask about his recent customers to see if he's seen Justice Shaffer. He admitted that he had and that Shaffer was looking for ammunition for a gun he had.
Bob Harper: Owner of a gun store. Lucas and Jenkins question him to see if he's seen Justice Shaffer. He admitted to having seen Shaffer but said he wouldn't sell him anything because he looked suspicious and it was the week before the Republican convention.
John Wilson: A person Cohn and his gang rob during the Republican Convention. He has a room at the Lyman High Hat, a boutique hotel. In his possession was money for political purposes, maybe to buy votes.
Dan Jackson: He's a photographer and gives Lucas some pointers on taking photos. Lucas is thinking of taking photos of people in the convention area to use to look for suspicious people.
Jeff: A teenage friend of fifteen-year-old Letty. Lucas tells her to be careful of her friends but Letty tells him that she knows and knows how to handle them.
Lucy: A woman who works in the hospital committee for the Republican National Convention. They assign rooms for the people in political action groups who bring a lot of money to the convention.
Ranch: An associate of Randy Whitcomb.
Lorelei Johnson: Companion of John Wilson at the Republican Convention. They have money for political purposes and they are robbed.
Bart Spellman: He has a room at the Lyman High Hat hotel and is in town for the Republican Convention. He has money for political purposes and he is robbed.
Joshua Martin: An employee at a hotel where a cop who was looking for Brutus Cohn was murdered.
Kyle Wayne: An employee at a hotel where a policeman is murdered. The cop was searching for Brutus Cohn.
Juliette Briar: A sixteen-year-old girl who has been accompanying Randy Whitcomb. She is also the driver of his van since he is handicapped and in a wheel-chair. She uses the street name Tiara and tells Letty her last name is Briar
Shirley Knox: A woman is dating an investigator with the Bureau of Criminal Apprehension. The investigator's name is Shrake.

Helen Fumaro: A woman who works in the hospitality committee that assigns rooms for people coming to the Republican Convention. These people have a good deal of money so they can buy favors.
George Dickens: CIA Agent who was interested in how Lucas was proceeding on the search for Randy Whitcomb.
Raphael Sabartes: A man who worked in the committed that assigned rooms for the people in the political committees who would be attending the Republican Convention and bringing a large sum of money.
Cheryl Ann: She works in hospitality committee that assigns rooms to the people who are in political action committees and will be attending the Republican Convention, carrying a large sum of money.
Detective Sams: The police officer who picked up the possessions of Raphael Sabartes. Included in the possessions is a photo of a girl he had been seeing and this girl might have encouraged him to give her information about the convention attendees.
Sally Craig: A lobbyist from Washington. She's working with Lucas in trying to catch members of Bernie Cohn's gang in case they are the targets of the gang's next robbery attempt.
Billy Joe Wakefield: The stolen credit cards that Brutus Cohn uses are in the name of Billy Joe.
Dave Tomkins: An agent working with Lucas checking the rooms of the lobbyists in case they are subjects of Brutus Cohn and his gang.
