S.M. Stirling is a likely candidate. It starts with the EMP, which affects a small plane over Idaho or so, which is the story's starting point I think. Of course, the EMP affected everyone. A lot of the series takes place in the Northwest, mainly Oregon. Juniper McKenzie starts a group of survivors outside of Corvallis or Eugene, and the pilot eventually makes his way there. There's also a protectorate run by a cruel despot in Portland, Oregon. I think in the later books they go east to try to find the starting point of the EMP.
There are 14 books in the series. I haven't read all of them.
