Google Default Settings, Ideology and Privacy Policy

It seems to me Google's default settings are an expression of an unspoken ideology, corporate agenda, and privacy policy allowing consumers to opt out (if they are intelligent enough to do so and can find WHERE ONLINE to do so).
Thus while consumers and online surfers become more educated of the nuances of search, Google's capabilities, and possible violations of their privacy; by the time most realize what is going on, Google has already amassed a sizeable treasure trove of data on consumers.

In the USA people are not even voting online yet. It therefore is a bit ambitious to expect people to know how to opt out of targeted adverts and spyware (algorithms) monitoring the sites they visit.
