Punctuation is important

My wife heard yet another ignoramus radio announcer today make yet another ambiguous and confusing statement:

“Saipov said President Trump should get the death penalty.”

Now is that supposed to be:

“Saipov,” said President Trump, “should get the death penalty.”?

I’m OK with it either way, actually.
