Highway 1 Rocky Creek slip-out repair work hampered by winds

SALINAS – Caltrans’ work at one of its roadway projects on Highway 1 continues to make progress and evolve after giving visitors a path to Big Sur through the Rocky Creek slip-out repair site that started this week, but excessive winds are a concern and hampering some of the repair work.

On Monday, Caltrans opened its twice-daily convoys, previously only available to locals and essential workers, to also include all members of the traveling public. But travelers must be aware that after the last convoy, they will need to have overnight reservations in the Big Sur area. Travelers to Big Sur should also know that three landslides are still under repair further south resulting in the ongoing closure of Highway 1 starting at Dolan Point, so there is no exit to the south.

At Wednesday’s Monterey County news briefing, Big Sur Chamber of Commerce President Kirk Gafill said that businesses are welcoming the changes to the convoys to include the traveling public.

“I think the key issue is messaging, and we appreciate the consistency both with Caltrans, (California Highway Patrol) and all of the marketing partners – See Monterey, Visit California – to really make it clear that we’re open but in a very different way, and the critical importance of arriving early for these convoys and when you come in at night, having a room or a campsite reservation,” said Gafill.

Big Sur businesses are seeing modest numbers of travelers so far.

“We’re only into the third day, so it will take a little time to filter out,” said Gafill. “Most properties don’t expect to see anything more than 50% occupancy at the highest level until the northbound lane is reopen” to unrestricted traffic.

Gafill said that businesses are using “best-guess modeling” to figure this out and how to adapt.

“It’s been a real collaborative effort which has really been helpful,” he said. “I think we’ll just keep making adjustments as we go but it’s an important step forward and it’s one that is allowing more employees to go back to work, so that is really critical.”

California Highway Patrol spokesperson Jessica Madueno said that there have been increases in the number of vehicles each day since Monday with about 575 to 600 traveling through the Rocky Creek slip-out repair site.

At the Rocky Creek slip-out which occurred nearly five weeks ago, crews have been working day and night focusing their efforts on stabilizing the edge of the roadway in the southbound lane. Using a crane to suspend workers in a basket up and over the roadway so perform reinforcing efforts consisting of creating a web of metal dowels, secured with rock bolts and packed with shotcrete.

But in the last few days, excessive winds have hampered work from the suspended basket and at times curtailed efforts from that vantage point.

“This week, due to high winds in the area, crews have been unable to drill those stabilizing horizontal drills into the rock slope and that work has been interrupted since Monday morning,” said Kevin Drabinski. “To date we’ve been able to install a total of 46 of 75 horizontal rock dowels. We expect, however, that that work will continue to be suspended through Friday of this week due to forecasted high winds.”

Zeke Dellamas, Caltrans emergency manager, said crews are out at the Rocky Creek slip-out each day to put up the crane and assess the conditions as there is a safety concern with the wind speeds and gusts.

“Crews are doing everything they can to push the envelope on that wind speed,” said Dellamas

Workers are also proceeding with the permanent restoration that entails a large structural repair in the future.

“In order to do that, one of the components is what we call a subsurface investigation. That’s where we also drill vertically into the soil and rock present to determine what the engineering characteristics of that soil is, so the bridge supports will be based on that information,” said Dellamas. “If you can make lemonade out of lemons of these high winds, that’s most definitely that we’re able to get some of that work done.”

Caltrans is continuing working on installing a temporary, stationary, mounted signal with electrical power and a backup system.

Once Caltrans has reached its goal of stabilizing the roadway by May 27, a temporary signalization system will be employed to open Highway 1 to unrestricted traffic under alternating one-way traffic control, but only if its repair schedule is not impacted by excessive winds, rain events or any changes in the construction site conditions.

Currently, the twice-daily convoys that include access to visitors with reservations in Big Sur along with locals and essential workers, will run from 7 – 8 a.m. and 5 – 6 p.m., each day. Highway 1 will continue to be closed at Rocky Creek the remainder of the day so crews can continue the repair work and stay on schedule to reopen the roadway by Memorial Day.

Gafill said the Big Sur Chamber wants to support Caltrans keeping the project on track.

“That is absolutely the most important thing,” he said, “getting the northbound lane open as soon as possible and right now it’s really about the winds.”

Monterey County cannabis lounges take back seat to other key issues

SALINAS – It’s not that Monterey County elected officials are against allowing cannabis lounges, their concern is more about a limited staff that would be pulled from critical projects to create rules for the pot bars.

The Monterey County Board of Supervisors last week unanimously voted to move the concept forward, but acknowledged that the staff time involved in writing an ordinance governing the who, what, when and where of cannabis lounges could take as long as two years because critical projects have a higher priority that place them at the head of the line.

The lounges would operate much like cigar bar, sans the alcohol. Souped up HVAC systems would filter out odors that neighbors might not appreciate. Food likely wouldn’t be served – much to the dismay of hungry cannabis users – but food trucks could be allowed near the premises.

“It’s well known that cannabis users get hungry,” said Board Chairman Glenn Church.

The lounges would be operated by businesses with existing retail licenses, although that would also be dependent on the wording of any adopted ordinance.

No supervisor expressed opposition to the concept, although Church said he didn’t like the idea of cannabis edibles being served at the lounges because their effects are longer lasting and unpredictable. It’s a matter of public safety, he said.

Along that same vein, Church also wanted the lounges restricted to no more than one mile from city limits, again citing public safety. Buzzed users would need to drive greater distances if the lounges were farther than a mile from a city, he said. With lounges right next to cities, customers could take public transportation, cabs or Ubers, he said. He later said he would be willing to drop his opposition to edibles, but was standing firm on the one-mile requirement.

“It seems it would be more appropriate in an urban setting,” Church said. “If that (requirement) was taken out, I wouldn’t be able to support it,” Church said.

Supervisor Luis Alejo said he found that requirement counter to the idea of generating tax revenue for the county. There are nine retail cannabis businesses in the unincorporated areas of the county that could be eligible to expand into cannabis lounges. By Church’s calculations, If the one-mile requirement were implemented, it would leave three eligible businesses that could expand into lounges.

But the overarching issue is not the details, those could be worked out later. Instead, supervisors need to consider the impact of making lounges a priority, said Supervisor Wendy Root Askew. She cited the development of an ordinance governing short-term rentals as well as the need to finish a state-mandated housing plan as a higher priority.

“Every hour you spend getting sucked into something else is an hour that’s not being spent making sure our current list of priorities is being advanced,” Root Askew said. “Everything can’t be a priority.”

There were strong arguments, however, for making cannabis lounges a priority. Aram Stoney, the proprietor of Big Sur Canna + Botanicals, said allowing retailers to expand into lounges would save many cannabis businesses that are clinging to life.

“The cannabis industry in Monterey County is struggling,” Stoney said. “We’re burdened by over-taxation, the illicit market and over saturation. Revenues are declining and business are closing.”

Retired Assistant Agricultural Commissioner Robert Roach, who is also associated with the cannabis industry, told supervisors the lounges should be prioritized as an economic development project. He cited lounges in Palm Springs that fit in with its equivalent of Cannery Row.

Roach downplayed the argument about driving under the influence of cannabis as a reason not to allow cannabis lounges.

“I find the buzzed driving argument unpersuasive,” he said. “Health and law enforcement concerns are valid concerns, but people are going to do what people are going to do. Buzzed driving is the responsibility of the (lounge) operator just like any bar controls it.”

Supervisor Chris Lopez, addressing the issue of staffing levels, suggested hiring an annuitant like a retired county official to develop the governing ordinance, relieving county staff from taking on that burden so they could instead focus on housing development, short-term rentals and other priorities the board has set.

Craig Spencer, the director of Housing and Community Development, the department that would be tasked with creating the ordinance, said having a consultant or a retired annuitant would help. But he also said there would still be a need for a staff member to oversee the consultant.

“We are at maximum capacity with what we want to get done in the next year,” he said. “Where the funding for a consultant or annuitant would come from would be part of the question.”

Supervisor Mary Adams suggested that perhaps it could be funded by the cannabis industry itself. She said that when the concept first emerged a couple of years ago, she said she was adamantly against it – any kind of smoking. But after talking to leaders in the hospitality industry (her District 5 includes Monterey and the Big Sur coast), she has had a change of heart. When tourists who enjoy cannabis come to town, they won’t be able to smoke in their hotel rooms, Adams said.

“Visitors would be able to sit in a cannabis lounge and (then) take a cab back to their hotel rooms,” she said.

In the end, the board voted unanimously to keep moving the concept forward. How much of a priority it was given remains murky.

Fruit salsas are a good addition for Cinco de Mayo

Cinco de Mayo is right around the corner, so fruit salsas come to mind to complement any dish. This is the perfect time of year to find fresh, ripe, juicy pineapples, mangos, strawberries, and even avocados. Mango seasons tend to be from May through September whereas pineapple seasons tend to be from March through the summer.

Growing up in SoCal, I have eaten many salsas – mostly savory, but some on the sweeter side – but now salsas don’t just equal a tomato or tomatillo-base any more. Fresh in-season fruit is very popular in creating fruit salsas and condiments for dishes. Strawberries that are macerated with a pinch of sugar and salt, with thinly diced bell peppers, makes for a perfect salsa-condiment to add to vanilla or strawberry ice cream or frozen yogurt.

Growing up in SoCal, I was lucky enough to try the best authentic Mexican street food north and south of the border, and what I learned from a young age was an out-of-this-world salsa or marinade pushes a dish from being just good to being amazing and craveable.

Macerating strawberries with a pinch or two of granulated white sugar and a pinch of salt creates a beautiful salsa and adding a slight kick from fresh peppers like jalapenos gives the perfect topping for vanilla bean ice cream. Sweet meets a tiny bit of heat is a perfect marriage of flavors. Fruit salsas with mango or pineapple at the forefront are amazing on fish tacos, carne asada burritos, nachos, as well as perfect just dipping chips into the salsa.

Pro tip: As much as homemade chips are used in recipes and fun to make, sometimes keeping it simple and using your favorite store-bought tortilla chips is the way to go.

When making a fresh, fruity salsa, use robust flavors like red or orange bell pepper, red onion, jalapeno, cilantro and lime zest and juice.

If it’s horse racing season, it’s time for the Maryland mint julep

Baltimoreans’ mint patches are springing to life, a harbinger of the mint julep season which is upon us with the 150th running Saturday of the Kentucky Derby at Churchill Downs, followed several weeks later by the 149th Preakness Stakes at Pimlico Race Course.

That being said, for many Marylanders the venerable Maryland Hunt Cup, which raced across the Worthington Valley Saturday, is not a mere dress rehearsal, but the actual observance of Opening Day and the happy marriage of crushed mint, simple syrup, rye or bourbon and LOTS of crushed ice stuffed into an ancestral silver julep cup from Kirk or Stieff, the once legendary Baltimore silver manufacturers.

While generals Grant and Lee may have buried the sword at Virginia’s Appomattox Court House in 1865, the War of the Juleps continues to this day as the great liquid battle between Maryland rye and Kentucky bourbon, and which should be employed in a julep.

And there are numerous codicils to the julep making process. Should the mint be muddled or allowed to ooze its fragrant juices? Should the ice be crushed, shaved or beaten in a bar rag into snow?

Irvin Cobb, the noted humorist, once wrote: “The true Southern mint julep … tastes like a bolt of concentrated lightning. The novice’s first idea is that he has been electrocuted or at least been hit on the head with a maul.”

The origins of the sainted drink date to the times of the Persians, who claim to have invented it.

The Crusaders said they brought it to Europe, and Col. Henry Jowles, born in London in 1690, insisted he brought the minty elixir to Calvert County, whose citizens take bows for making a notable and lasting addition to the nation’s drinking habits.

But the question that begs the mind is how did the Persians obtain Maryland rye or Kentucky bourbon?

During antebellum days, brandy was often used as the liquor of choice in a julep, while today gin has made its way into the julep world creating something called the Major Bailey, which no traditional julep lover would countenance no matter how many winning tickets they had at Pimlico.

Former Baltimore Sun colleague and longtime friend, Rob Kasper, who wrote the “Happy Eater” column in the paper for years, spent a few years as a newspaper vagabond in Louisville, where he fell under the perpetual spell of the Kentucky bourbon julep.

His “receipt,” as they used to call it in parts of the South, calls for six to eight mint leaves which are crushed with a wooden muddler (it looks like a miniature Louisville Slugger bat) in the bottom of the julep cup or tall glass.

To this is added two tablespoons — not a typo — of powdered sugar and a dash of club soda. Muddle again and then pack the “cup” with crushed ice — not ice cubes — and then fill to the top, in his case, with good old Bluegrass State bourbon.

Decorate with a sprig of mint and a straw to which you can remove the flavorful mixture from the depths below.

Now, my take is a lump of sugar, a tablespoon of water which is reduced to a simple syrup and muddled with no less than four mint leaves.

Pack the vehicle with crushed ice and fill it to the rim with Maryland rye — while there are other excellent choices available, rye it must be.

Follow with Kasper’s decorating instructions and you have a perfect julep.

But back to Cobb, who wrote, “Any guy who’d put rye in a mint julep and crush the leaves, would put scorpions in a baby’s bed.”

After stopping at the long since demolished Baltimore’s Guy’s Hotel in 1842, Charles Dickens wrote a letter to The Sun: “I am truly obliged to you for the beautiful and delicious mint julep you have so kindly sent me. I have tasted it, but reserve further proceedings until the arrival of Washington Irving, whom I expect to dine with me, tete-a-tete, and who will help me drink to your health.”

Another noted 19th century traveler, Captain Maryat, remarked in his diary while touring the South on the mint julep: “The mint julep is with the thermometer at 100 degrees, one of the most delightful and insinuating potions that was ever invented. The julep may be drunk with equal satisfaction when the thermometer is as low as 70 degrees.”

An unsigned 1935 editorial in The Evening Sun, probably written by H.L. Mencken, described the julep this way: “When the julep is properly mixed by an expert, it is one of the most seductive of dull-care chasers. Instead of being wild and untamed, it is full of suave blandishments, like the caress of a lovely woman.”

High School golf: Stevenson retains Gabilan Division supremacy

MONTEREY — The prevailing afternoon winds at Laguna Seca Golf Ranch are an expectation. The winds gusts, though, that at times reached over 30 mph, created havoc, forcing golfers to alter their decision making.

Not surprisingly, scores at Tuesday’s Pacific Coast Athletic League golf finals were low. Yet, for those moving on, having played the course is a reminder of the challenges that await when they return next week for the Central Coast Section Regionals.

“When conditions are like this, you have to focus on each shot,” said Steven Lai, who shared medalist honors with Stevenson teammate Luke Brandler at 1-under. “Your club selection is constantly changing.”

Defending their Gabian Division title was the objective for the Pirates. But so was using the day as a tool to get in some extra practice on the course going forward.

“It was windy,” Brandler said. “It’s nothing we haven’t seen before out here. It’s always challenging. It’s kind of grind. You have to stay positive. For me, it was more of a practice round for CCS.”

With all six of the Pirates golfers cracking the Top 10, the defending champions tuned up for the regionals with a 32-stroke win over runner-up Salinas.

“It’s a lot harder playing out here in the afternoon,” Brandler said. “The greens play softer in the morning. With the wind, they dry out in the afternoon. It was cold today.”

The conditions also slowed the pace of the game as well. Yet, it didn’t seem to affect the Pirates fab five, who endured five hour plus rounds over 18 holes to secure their 14th straight Gabilan Division title.

Brandler, who helped Stevenson to a Central Coast Section Division V soccer title in the winter as a goalie, didn’t seem fazed by the blustery conditions early, as he was 3-under over the first nine holes.

“I was a little disappointed with my finish,” said Brandler, who had two bogeys over the final five holes. “We didn’t have to shoot lights out today. I just have to remain a little more focused.”

Johsh Chada put together a solid round for Stevenson with a 74, followed by Adam Rohizam’s 76 and Drew Doll’s 77. While Marc Sasetia didn’t count in the point total, his score of 77 was the ninth best overall.

“It was not easy out there,” Stevenson coach Justin Bates said. “But these kids did what they’ve done all year and that’s fire low scores and remain consistent. They know how to play 18 holes.”

The Pirates are battled tested beyond the Gabilan Division, having made a statement earlier this year when they won the De La Salle Tournament, which included elite programs from Texas and Georgia.

De La Salle is the reigning two-time state champions.

“We have the players that can shoot the low numbers,” Bates said. “The thing we have learned is if you get yourself there, you give yourself a shot to roll the dice. Our hope is we have the opportunity to keep this season rolling.”

Behind Alex Jarvis’ even par 71, Salinas will be joining the Pirates at the CCS Regionals after finishing two strokes in front of Carmel for the automatic playoff spot.

“I didn’t hit the ball well today,” Jarvis said. “But I scored and made some putts. The wind played a factor. I tried to stay in it mentally. The goal today was to advance as a team. It’s more enjoyable.”

Jarvis, who played alongside Brandler and Carmel’s Jonathan Chen, produced the third lowest score of day to advance to the CCS Regionals for the second straight year.

“I need to limit the mistakes,” said Jarvis, whose brother plays at Cal Poly, San Luis Obispo. “I need to put myself in positive situations, play the game to my strengths.”

Teammate John Georgariou also dipped into the 70’s for the Cowboys, finishing with a 78 — one of only nine golfers to shoot below 80.

Carmel can still petition for an at-large berth into the CCS Regionals, while four individuals not on a qualifying team will also advance, which would ensure Chen of a spot.

A state meet qualifier last year as a sophomore for the Padres, Chen shot a 1-over 72 to earn all-league honors for the second straight year, placing fourth overall.

“The wind wasn’t really a factor for me,” Chen said. “I struggled with my putting today. I missed a lot of five footers. I was able to keep a score that wasn’t too high.”

Carmel had looked to have finished in second, before a disqualification of a player cost them eight strokes. Cullen Pritchard and Julian Cho both carded 80’s.

Tyson Ousbre was medalist for Rancho San Juan, helping the first-year program to a Cypress Division team title, beating St. Francis by 13 strokes.

York won the Mission Division title to complete an undefeated season. Monterey’s Nash Bodensteiner was medalist with 72, earning a share of the fourth best score among all three divisions, advancing to the CCS Regionals.

SF Giants blanked in Boston as Red Sox chase Logan Webb in fourth

Giants ace Logan Webb entered Fenway Park with an MLB-best streak of 19 scoreless innings. That stretch quickly ended Tuesday night, and another began: the Red Sox scored a single run in each of the first four innings to chase Webb.

That 4-0 deficit held up as the final score in the Giants’ second shutout loss this season.

So began the Giants’ longest road trip of the season, with upcoming stops in Philadelphia (four games) and Colorado (three games) after this three-game series in Boston, their first visit since 2019.

While the Giants’ bats got silenced by baseball’s best pitching staff, Webb (3-2) appeared to struggle with his grip on the 52-degree evening.

“The changeup was pretty bad. It was either up for a strike or they could sit on it and go the other way, or it was a non-competitive pitch,” Webb told reporters. “It was just one of those nights that was not very good.”

Wilyer Abreu ripped a two-out, RBI triple off the right-field wall in the fourth, marking Webb’s 91st and final pitch of the night. Overall, Webb yielded four runs on nine hits and three walks. His ERA climbed from 2.33 to 2.98, and he exited without a winning decision for a third consecutive start.

“I wouldn’t say it was his best command today,” Giants manager Bob Melvin told reporters. “It’s really odd when you see something like that. At the end of the day, he still has a 2.98 ERA after a game like that. He was able to get outs when he needed to.”

Webb’s counterpart, Cooper Criswell, retired the first 10 batters he faced. He then issued a full-count walk to LaMonte Wade Jr. in the fourth, but Matt Chapman next grounded into a double play.

The Giants managed just four hits, a pair in the fifth by Michael Conforto and Jorge Soler, then two more singles in the ninth by Wilmer Flores and Chapman.

“You only get four hits, and two of them are in the last inning, so it doesn’t look great,” Melvin said. “But (Criswell’s) stuff was really good and we were kind of caught in between which side of the plate we were looking for pitches.”

Conforto broke up Criswell’s no-hit bid, but then it was Patrick Bailey’s turn to ground into a momentum-ending double play. Soler followed with a two-out single, only for Thairo Estrada to line out and end any perceived rally.

It was that kind of night for the Giants’ bats. Leadoff man Jung Hoo Lee twice hit deep shots caught on the warning track.

An eighth-inning replay reversal erased the Giants’ lone highlight: a potential triple play that would have been their first since 2008. Chapman fielded a three-hop grounder, stepped on third base, threw to Estrada at second base, and an ensuing throw to first was deemed late by half a step.

“Chapman works on that every day, going to the bag and then throwing,” Melvin said, “so at some point in time, he’s going to pull one off.”

After Webb’s exit, the Red Sox managed only two hits against relievers Sean Hjelle, Taylor Rogers and Landen Roupp.

Criswell worked with a quick pace, and Giants’ batters went down in rapid succession through three innings. He recorded four consecutive strikeouts his initial time through the bottom of the order, including No. 8 hitter Mike Yastrezmski, who made his first Fenway appearance since a 2019 sentimental debut where his grandfather, Carl, played.

Leading off the sixth, Yastrezmski got hit on his left wrist as the first batter to face Brennan Bernardino; Yastrezmski stayed in the game, and Melvin wasn’t aware of any postgame X-rays. Potential injury aside, it was an otherwise welcome pitching change. Criswell allowed just two hits, walked one, struck out four and lowered his ERA to 1.65.

Webb yielded a two-out, RBI single in the first to Rob Refsnyder, who drove a 3-1 changeup up the middle. The ball took a wicked hop over Estrada, then Tyler O’Neill slid home safely for a 1-0 lead. Another two-out, RBI grounder put the Red Sox up 2-0 in the second inning, with Jarren Duran driving in Reese McGuire. Inning No. 3 put the Giants in a 3-0 hole, on another RBI single from Refsnyder after Webb yielded an opposite-field, leadoff double to Abreu.

“Kind of was searching for answers. I was like 2-0 to almost every hitter and that’s not a very good recipe for success,” Webb added. “I tip my cap to those guys. I thought they’d be aggressive. They were in the first and the were aggressive after that.

“It was bad execution all over the place.”

The Red Sox appeared to score a fourth time on a two-out hit, but Melvin won a replay challenge that nullified what would have been Duran’s run-scoring, infield single to end the fifth and keep the deficit at 4-0.

The Giants were shut out only once previously this season on April 6 at home to the Padres. They’ve yet to win three straight this season, and they were bidding Tuesday night to win back-to-back games for only the fourth time this season.

MEDICAL UPDATES

Blake Snell (left adductor strain) is slated to throw a bullpen session Wednesday in San Francisco, a week after going on the injured list.

Other medical updates from the team: Alex Cobb (right flexor strain) is rehabilitating in San Francisco, while Robbie Ray and Austin Warren continue their recovery in Arizona from left-elbow ligament surgery, both throwing bullpen sessions twice a week. Tristan Beck (vascular injury) will be examined by Dr. Jason Lee at Stanford on Wednesday.
