frequently admits that contemporary institutions are not perfect, that actually existing democracy has insufficiencies, that there is still progress to be made, that there is a democratic deficit, or that democracy quite simply remains to come. But despite all the setbacks and all the limitations
of contemporary practices, people shout themselves hoarse proclaiming that it is a good idea, or even that it is the sole and unique Idea. In one instance, reality takes precedence over the idea; in the other, the idea gains the upper hand over reality. At base, the same operation is at work, which is a comparison between an ideal system and its historical institution. Yet a revealing discrepancy manifests itself in the criteria of evaluation. In the case of communism, history is capable of refuting the idea, whereas for democracy the idea transcends historical reality and orients it toward something that is perhaps always to come. Whatever the case may be, it is impossible to call into question the democratic idea, for it hovers well above concrete practices. Towering over the real, democratic discourse thereby functions as a pseudo-science, which is to say a discourse that is beyond the reach of material refutations. Illustrating another surreptitious recuperation of vulgar Marxism, faith in the idea—this time democratic—can never be refuted by experience. If this sort of belief was what sustained the misdeeds of Soviet bureaucracy, should not one expect that the liberal recuperation would come full circle and that the icon of democracy would come to allow innumerable “anti-democratic abuses,” and even the development of what Sheldon Wolin has called “inverted totalitarianism”?”

“As Angela Davis has reminded us so poignantly in her discussion of democracy under capitalism: “We know that there is a glaring incongruity between democracy and the capitalist economy which is the source of our ills. “Furthermore, it is not the people or the citizens who decide on what to vote, on which political program, at what time, and so on. It is the oligarchs and the oligarchic system that decide on this and that submit their choice to the vote of the electorate (in certain very specific cases). One could legitimately wonder, for instance, why there are not more referendums, and in particular referendums of popular initiative, in “democracy.” Cornelius Castoriadis perfectly described this state of affairs when he wrote: “The election is rigged, not because the ballot boxes are being stuffed, but because the options are determined in advance. They are told, ‘vote for or against the Maastricht Treaty,’ for example. But who made the Maastricht Treaty? It isn’t us.” It would thus be naive to believe that elections reflect public opinion or even the preferences of the electorate. For these oligarchic principles dominate our societies to such an extent that the nature of the choice is decided in advance. In the case of elections, it is the powerful media apparatus—financed in the United States by private interests, big business, and the bureaucratic machinery of party politics—that presents to the electorate the choices to be made, the viable candidates, the major themes to be debated, the range of possible positions, the questions to be raised and pondered, the statistical tendencies of “public opinion,” the viewpoint of experts, and the positions taken by the most prominent politicians. What we call political debate and public space (which is properly speaking a space of publicity) are formatted to such an extent that we are encouraged to make binary choices without ever asking ourselves genuine questions: we must be either for or against a particular political star, a specific publicity campaign, such or such “societal problem.” “One of the many reasons why it is laughable to speak of ‘democracy’ in Western societies today,” asserts Castoriadis, “is because the ‘public’ sphere is in fact private—be it in France, the United States, or England.”The market of ideas is saturated, and the political consumer is asked to passively choose a product that is already on the shelves. This is despite the fact that the contents of the products are often more or less identical, conjuring up in many ways the difference that exists between a brand-name product on the right, with the shiny packaging of the tried-and-true, and a generic product on the left, that aspires to be more amenable to the people. “Free elections do not necessarily express ‘the will of the people,’ ” Erich Fromm judiciously wrote. “If a highly advertised brand of toothpaste is used by the majority of the people because of some fantastic claims it makes in its propaganda, nobody with any sense would say that people have ‘made a decision’ in favor of the toothpaste. All that could be claimed is that the propaganda was sufficiently effective to coax millions of people into believing its claims.”

“William Blum, the former State Department employee who became one of its most severe and encyclopedic critics, drew up a disturbing balance sheet of American interventions since the end of the Second World War, and there are numerous cases of overturning democratically elected governments. He also emphasized Washington’s meddling in elections, as it has not hesitated to invest considerable sums and to use very dubious tactics—from misinformation campaigns and economic destabilization efforts to clandestine cia operations—to swing so-called democratic elections in a direction favorable to its own interests. In one of his most recent books, entitled quite simply America’s Deadliest Export: Democracy, he reaches the conclusion that the American administration, for which the question of democracy remains utterly secondary, aims above all at world domination. For the United States has shown itself to be hostile to any popular movement likely to contest its hegemony. It is in this vein that it has
• endeavored to overthrow more than 50 foreign governments, most
of which were democratically elected;
• grossly interfered in democratic elections in at least 30 countries;
• attempted to assassinate more than 50 foreign leaders;
• dropped bombs on the people of more than 30 countries;
• attempted to suppress a populist or nationalist movement in 20
countries.
Needless to say, such a performance inevitably calls into question the history of the spectacular blossoming of democracy. Numerous other specialists have corroborated Blum’s conclusions, often with detailed investigations bearing on individual cases of what Chomsky judiciously named “deterring democracy.”

“However, it is important not to lose sight of exactly how the neoliberal system works. As David Harvey has demonstrated, by drawing on Karl Polanyi’s masterful work, the free market has never been incompatible with state intervention, and the management of crises is part of the neoliberal project. We therefore need to inquire into how this crisis was presented by recalling, if we take the American example, that President George W. Bush kept forcefully repeating that the foundations of the economy were solid. Then suddenly, in the fateful month of September, as if faced with the sudden surge of a more or less unexpected “economic hurricane,” he asked for $700 billion to avoid a severe economic meltdown. It was necessary to save the banks and businesses that were too big to fail. This complex crisis called for a reaction that was as fast as it was extreme, starting with $350 billion distributed by Treasury Secretary Henry Paulson, the former chairman and chief executive officer of Goldman Sachs. We should note in passing that this sort of crisis discourse recalls all of the exceptional measures put in place or intensified
after September 11, 2001: the usa patriot Act, the Military Commissions Act, illegal wiretappings, extraordinary rendition, the network of secret prisons, the redefinition of torture by the Office of Legal Council, and so on. It is not by chance that this crisis was presented as a complex and uncontrollable natural phenomenon, whose severity was largely unforeseen, for it is similar to the historical logic outlined above. By naturalizing the economy and transforming it into an autonomous authority independent of the decisions made by specific agents, this historical order
promotes passivity (we can only bow before forces stronger than us), the removal of responsibility (no one can be held accountable for natural phenomena), and historical nearsightedness (the situation is so critical that we must respond quickly, without wasting time by debating over distant causes: time is short!). If we were to step back and assess the overall
situation, we would see numerous specters rising up in the cemetery that is neoliberalism, and we would need to begin questioning—following Polanyi—whether the very project of laissez-faire economics has ever been anything other than socialism for the rich or, more precisely, topdown class warfare enforced by state intervention”

“The first step to take consists in resisting the normative blackmail of our conjuncture by refusing to be simply for or against democracy. The normative charge of this notion tends indeed to diminish or even destroy its descriptive value. “Such distrust regarding democracy was also very widespread in the United States in the era of the supposed “Founding Fathers.” Ralph Ketcham perfectly summarized this situation by writing that “virtually all shades of opinion reviled monarchy and democracy, and, publicly at least, supported republicanism.” In effect, the distinction between democratic government and republican government was of the utmost importance (even if there were semantic variations), and politicians such as James Madison condemned the error consisting in confounding “a republic with a democracy.” He opposed, for his part, the qualities of republics, founded on representation and better adapted to large states, to the flaws of democracies, which are incapable of stretching across vast territories or of protecting themselves against pernicious factions. In a similar fashion, Alexander Hamilton called for the unification of the states into a “confederate republic” rather than into a democracy, which he described as being unstable and imprudent. William Cobbett, the editor of a pro-Federalist paper, went further still by expressing himself with remarkable candor: “O base democracy! Why, it is absolutely worse than street-sweepings, or the filth of the common sewers.” Yet it is perhaps John Adams who, better than anyone, lucidly summarized the dangers of democracy in the eyes of the most powerful statesmen. For he feared that the majority, who were very poor, would wish to redistribute goods and establish material equality.”

“If the history of modern democracy in the Euro-American world has also been the history of the genocide of indigenous populations and of their “dreams” (according to Black Elk’s powerful description), of slavery and its institutional prolongations, of imperialism and colonization, of the subjugation of women and the persistence of the patriarchy, of xenophobia and the oppression of immigrants, of the exclusion of the disabled, of heteronormativity and queer- and transphobia, and of the vast and various damaging effects of capitalism including the unbridled destruction of

It is therefore necessary to ask why, when references are made to the numerous stains on this history, one so often responds by invoking progress toward an idea of something to come, toward an immaculate notion standing above the effective history of actually existing democracy. And most of the time this happens without inquiring into the possibility of a deep complicity between this idea and the numerous forms of oppression at work in real democracy. What are the affects, so powerful yet so under-studied, that bind us implacably to this Idea, and from whence do they come?”
