Add the garlic, saffron, paprika, salt, and pepper and stir to mix. Stir in 2½ cups of broth, and the rice. 2. Bring the mixture to a boil, then lower the heat to low, cover, and simmer until the rice is nearly cooked through, about 12 minutes. Scatter the shrimp and peas over the rice and add the remaining ½ cup of broth. Place the lid back on the skillet and cook for about 5 minutes more, until the shrimp are just cooked through. Serve immediately.”
