I think the book is plot driven. The book is based on a Utopian World where the government is trying to make everyone perfect. If someone is out of place, then they get "released". And the author specifically made it that way, so a plot would arise. There would have to be a plot in a Utopian book, or what good use is the Utopian effect. This is why this book is plot driven.

My favorite moment so far in this story is when Jonas gets selected to be the holder of memory. This means that he will keep all the memories from everybody and give some of the memories only to the government so they don't make the same mistakes. He holds the memories so everybody is stupid. I liked this moment because I was so glad for Jonas that he got that job. Jonas getting that job sets the tone for the book

A dynamic character in The Giver is Jonas. Jonas is a 12-year old boy who changes throughout the story. He grows more physically and mentally, and progressively makes better decisions so far.
